Drone Cleaning Permissions Liverpool: CAA & Council Rules (2026)

The CAA says operators should first check whether a proposed flight can be conducted within the Open Category. Open Category rules vary by subcategory, aircraft class, weight, height and distance from people. Commercial work is not automatically Specific Category work simply because it is commercial or because the site is in a city.

The Specific Category covers operations that are more complex than those allowed in the Open Category. An Operational Authorisation is required before carrying out a Specific Category operation.

PDRA01 is the CAA pre-defined route currently available in the UK. Its published scope includes unmanned aircraft between 250g and 25kg, visual line of sight operations and flights in residential, commercial, industrial and recreational areas, subject to its conditions and airspace restrictions.

If a proposed operation is not covered by PDRA01, the CAA route is UK SORA, which means Specific Operations Risk Assessment. UK SORA is a method for assessing the proposed operation and demonstrating compliance with the required safety objectives. The CAA states that UK SORA replaced the previous OSC application method from 23 April 2025.

The company states that it has an operational authorisation for its drone work. The exact authorisation route, aircraft, locations, heights, separation requirements and other limitations must be checked against the current company documentation before any particular job is accepted. This is not a blanket permission for every building or operation.

A CAA Operational Authorisation covers the aviation side of an operation. It does not grant the right to close or restrict a public road or footway. Those are separate permissions controlled by the relevant highway authority, landowner or other statutory body.

Liverpool City Council says a Temporary Traffic Regulation Order is needed when vehicle or pedestrian traffic must be stopped or limited on a road for planned works or immediate restrictions. Whether a TTRO is needed for drone cleaning depends on the actual operating area, ground safety zone, public access and traffic management plan. It is not an automatic requirement for every city centre job.

Liverpool City Council currently says that a confirmed start date and PAA reference are needed before applying for a TTRO. It says applications should be submitted at least 12 weeks before the proposed start date unless a shorter date has been agreed.

The council currently lists £3,288 for planned works and £2,630 for emergency works. These are council charges shown in the council guidance and may change, so they should be checked again when a project is planned. A traffic management plan and the proposed restriction will also need to be considered.

Scheduling during quieter hours may make it easier to manage pedestrian and traffic exposure and develop an appropriate operating and traffic management plan. It does not change the legal safety requirements, override the CAA authorisation or automatically remove the need for a council restriction.

The appropriate time and controls depend on the building, the surrounding area, the authorisation and the council plan. We discuss those points during the site assessment rather than promising that a particular time will avoid a closure.

We check the proposed cleaning task against our current authorisation, the aircraft and equipment, the building and operating volume, nearby people and traffic, the take-off and landing area, airspace information and any landowner or highway requirements. If the operation is outside our authorised scope, it cannot simply go ahead because the building is suitable for cleaning.
